The following article provides information on the list of 17 housing development projects in Ho Chi Minh City where foreign organizations and individuals are permitted to own residential properties, as promulgated together with Official Dispatch No. 4910.
List of 17 Housing Development Projects in Ho Chi Minh City Eligible for Foreign Ownership
Recently, the People’s Committee of Ho Chi Minh City issued Official Dispatch No. 4910/UBND-ĐT dated 30 June 2025 on the publication of the list of housing development projects located in areas where foreign organizations and individuals are permitted to own residential properties.

Specifically, based on the report and proposal of the Department of Construction under Official Dispatch No. 2393/SXD-PTĐT dated 09 June 2025 on the publication of the list of housing development projects located in areas where foreign organizations and individuals are permitted to own residential properties, and on the basis of opinions from the Ministry of National Defense and the Economic Security Department – Ministry of Public Security under Official Dispatches No. 2204/BQP-TM, No. 2210/BQP-TM, No. 2222/BQP-TM (all dated 25 April 2025), No. 4325/ANKT-GTXD dated 16 April 2025, and No. 4962/ANKT-GTXD dated 28 April 2025, as well as the opinions of members of the People’s Committee of Ho Chi Minh City, the People’s Committee of Ho Chi Minh City hereby directs as follows:
- Approval is granted for the publication of the list of 17 housing development projects located in areas where foreign organizations and individuals are permitted to own residential properties (as per Appendix 1) on the official portal of the People’s Committee of Ho Chi Minh City, in accordance with Clause 3, Article 4 of Decree No. 95/2024/NĐ-CP.
The Office of the People’s Committee of Ho Chi Minh City shall publish this list on the official portal of the People’s Committee of Ho Chi Minh City in accordance with regulations.

Tasks Assigned to the Department of Construction:
- After the Office of the People’s Committee of Ho Chi Minh City publishes the list of 17 projects, the Department of Construction shall disclose information on these projects in accordance with Clause 1, Article 7 of Decree No. 95/2024/NĐ-CP on the official portal of the Department of Construction.
- Conduct inspections of the projects (as listed in Appendix 2) located in areas requiring security assurance where foreign organizations and individuals own residential properties. If any violations are detected, the Department of Construction shall compile reports and advise the People’s Committee of Ho Chi Minh City to impose administrative sanctions in accordance with its authority and the provisions of law.
Documentation Proving Eligibility of Foreign Organizations to Own Residential Properties in Vietnam
According to Clause 1, Article 3 of Decree No. 95/2024/NĐ-CP, documentation proving that an organization is eligible to own residential properties in Vietnam includes:
- For domestic organizations: an Enterprise Registration Certificate, an Investment Registration Certificate, or documents evidencing the establishment of the organization issued by a competent authority in accordance with law.
- For foreign organizations investing in housing development projects in Vietnam: an Investment Registration Certificate as prescribed by the Law on Investment.
- For foreign organizations not falling under Point (b), Clause 1, Article 3 of Decree No. 95/2024/NĐ-CP: an Investment Certificate, an Investment Registration Certificate, or documents issued by a competent Vietnamese authority permitting the organization to operate or be established in Vietnam, which remain valid at the time of entering into the housing transaction (collectively referred to as an “Investment Registration Certificate”).
Note: For domestic organizations, documentation proving the right to own residential properties must comply with one of the forms prescribed in Clause 2, Article 8 of the Law on Housing.
